Can the Giffin mini be used on a wheel with NO bat pins? Would it sit on a bat mate chamois without moving or does it need to be locked onto the wheel to operate properly?
Unfortunately, it needs to be used on a wheel with bat pins.

My wheel head is 9inches dia. Will this grip be compatible with the smaller diameter wheel head?
The Giffin Grip Mini fits onto bat pins instead of on the edges of the wheel head. It can fit both both 6” and 10” wide pin spacing, so if the bat pins on your wheel are either 6" or 10" apart, it will fit.

What is the tallest piece that this device can hold securely?
The taller it goes, the more delicate to secure. The feet are 6" in length. You can hook them together. Some people can go up to 27" on a full-size Giffin Grip, perhaps less capacity on the Mini.
