My sodium silicate has been shelf long time, It is hard now. How can I thine it this?
It is not recommended to rehydrate sodium silicate once it has dried. It is incredibly difficult to reconstitute back to it's original form. I would recommend checking out this thread from GlobalSpec for some more advanced brainstorming on the issue: here.

Can this be used directly on wet clay while throwing?
Yes it can. Sodium silicate can be used for a number of things in pottery and achieving interesting surface texture while throwing is one of them.
